The National Office of Intellectual Property of Viet Nam (NOIP) introduced the new systems at the concluding meeting of the Utilization of Intellectual Property Information (UTIPINFO) project in HCM City. The US$5.6 million project was funded with ODA (Official Development Assistance) from the Japanese government.
The four systems - Application Management, the Industrial Property Digital Library (IP-Lib), the IP search and e-Filing – are the products of an eight-year cooperative venture between the Japan International Cooperation Agency and the NOIP.
The NOIP said these systems were intended to make intellectual property application, processing and management more effective.
With the Industrial Property Digital Library (IP-Lib), information on published IP applications and granted titles of patent, industrial design and trademark can be accessed. This would help avoid duplicating research, provide hints for invention and predict new demands for current products.
The e-Filing programme, which will be deployed when the national digital signature identification system and the public key infrastructure are ready, can save much cost and time when applications can be submitted via the Internet at any time from anywhere.

The project, which began in April 2000 and will finish by the end of this month, will help the NOIP improve its administration and management of intellectual property rights in the country. — VNS
